Item 05A

The Mounds View Vision
A Thriving Desirable Community
has had no control. The unique circumstances do not result from the actions of the
applicant;
(5) The variance does not alter the essential character of the neighborhood;
(6) The variance requested is the minimum variance which would alleviate the practical
difficulties. Economic conditions alone do not constitute practical difficulties

Strategic Plan Strategy/Goal:
Continue BR&E program, maximize utilization of development space and current list of available
sites, encourage landowners to maintain their properties, & consider residential development.

Financial Impact:
N/A

Recommendation:
Staff does not have a recommendation. In Staff’s opinion, the application meets all criteria but
#4 (unique circumstances). The garage roof pitch can be reduced. On the other hand, it is
unlikely that anyone will notice that the garage is 6” taller than allowed without a Variance (e.g.
does it matter?). In the Resolutions, the 6” Variance has been rounded to 1’. Attached are
Resolutions for Approval, and Denial.

Note: the aerial photo suggests that the applicant’s fence is on the neighbor’s property. The
applicant will need to locate property pins or have the property surveyed prior to construction.
Additionally, the garage cannot be located within an easement.

A Public Hearing notice was published in the Shoreview Press on August 16, 2022, and mailed
to property owners within 350’.

Staff received calls from two residents (same household) opposed to the Variance due in
principle that variances should not be granted to anyone. Exceeding what is permitted may
have a negative impact on property values.

Respectfully,
Jon Sevald, AICP
Community Development Director

ATTACHED:
Aerial Photo
Site Plan
Floor Plan & Elevation
Photos
Resolution 1151-22 (Approval)
Resolution 1151-22 (Denial)

Application Application
Complete
60-Days 120-Days
Variance Aug 8, 2022 Aug 19, 2022 Oct 19, 2022 Dec 19, 2022
