MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION 1138-21 <br /> <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br /> <br />RESOLUTION RECOMMENDING AN AMENDMENT TO THE <br />2040 COMPREHENSIVE PLAN <br /> <br /> <br />WHEREAS, the 2040 Comprehensive Plan (the Plan) was adopted on September 13, <br />2021. Figure 2-2 (Future Land Use) and Table 2-3 (Density within Redevelopment areas) <br />identifies 84 acres guided for “Mixed Use”, intended (not required) to include a 60%/40% <br />residential/commercial component. The residential component of Mixed Use is intended to <br />include a density of 15 to 30 units per acre; and, <br /> <br />WHEREAS, the planned Skyline Redevelopment project, 4889 Old Highway 8, is within <br />an area designated Mixed Use, and planned to include 120-units of affordable housing. Its <br />residential component includes a density of 35 units per acre; and, <br /> <br />WHEREAS, the City Council discussed Mixed Use density at its August 2, 2021 Work <br />Session, providing a consensus to allow 15 – 50 dwelling units per acre. The higher density is <br />intended to allow flexibility for future mixed use projects, beyond the planned Skyline <br />redevelopment project; and, <br /> <br />WHEREAS, in consideration of the Staff Report, the Planning Commission recommends <br />amending the 2040 Comprehensive Plan; Table 2-3 (Density within Redevelopment areas), and <br />any applicable section of the Plan, to change Mixed Use density from 15-30 units per acre, to 15- <br />50 units per acre; and, <br /> <br />NOW, THEREFORE, BE IT FINALLY RESOLVED, that the Mounds View <br />Planning Commission directs Staff to forward this resolution to the City Council prior to <br />approval of the minutes. <br /> <br /> <br />Adopted this 15th Day of September, 2021 <br /> <br />Gary Rundle, Chair <br />ATTEST: <br /> <br />(SEAL) Jon Sevald, Community Development Director <br /> <br />
