11 <br />MOUNDS VIEW <br />Community Center Expansion Project <br />Youth Amateur Sports and Recreation Venue <br />The City of Mounds View is seeking $16.5 million in state bonding funds in order to expand our <br />existing Community Center into a regional amateur sporting and recreational venue. The <br />72,000 sq. ft. expansion adds three full size gymnasiums, accompanying locker rooms, fitness <br />center, meeting rooms, a concession area, and accompanying storage and required restrooms. <br />The current center consists of a single gymnasium, event center, and rental space for Rise Inc. <br />(nonprofit focused on challenged adults), and a private day care. As part of the expansion the <br />entrance/reception area would be upgraded/re-freshened as it was built in 1991. <br />Council has been "exploring" the expansion for 18 months starting with a market analysis <br />completed by CSL (Consumer Sports Limited) stating the Center would be economical feasible. <br />Kodet Architects was retained to develop concept plans, and Kraus Anderson has provided <br />construction estimate costs. The City also contracted with Morris Leatherman to obtain <br />resident input. In total, the city has currently invested over $120,000 to ensure project viability. <br />The city will also be seeking sales tax authority in combination with local bonding if needed. <br />Demand for indoor athletic/recreation space continues to grow as volleyball and basketball <br />continues to gain in popularity as does pickle ball and numerous recreation activities (camps). <br />With boys' volleyball likely to become a MSHSL sanctioned sport, the demand will only <br />continue. The increase in Charter Schools is also fueling demand as they look for venues to <br />host athletic events as well. Twin City Gateway — our local Convention & Visitor Bureau, has <br />also advised the demand for regional tournament space is high and there is no current venue in <br />our area. <br />Mounds View sits at the crossroads of two interstate highways, 10 and 35W making us easily <br />accessible; along with a significant number of lodging and dining facilities in close proximity. <br />Expansion of the Community Center will drive economic investments along our Mounds View <br />Boulevard/Ramsey County 10 corridor creating additional jobs and opportunities. It is <br />estimated that 2-3 additional full time staff will be needed to manage the center and events as <br />well as a significant number of part time positions. <br />Community Profile: <br />Mounds View has 13,800 residents of which 31% are people of color. The city encompasses four square <br />miles, is served by ISD 621 Mounds View School District and is home to Cardiac Rhythm Division of <br />Medtronic. <br />
