She thanked staff for their <br />efforts on this project. City Administrator Zikmund commented on how this agreement would <br />bring about a proper system for ditch maintenance in the City going forward. <br /> <br />Council Member Lindstrom asked how much of Rice Creek runs through the City of Mounds <br />View. City Administrator Zikmund estimated a mile of the creek runs through the City. Public <br />Works/Parks and Recreation Director Peterson discussed how the ditch and the creek were <br />separate. <br /> <br />MOTION/SECOND: Meehlhause/Lindstrom. To Waive the Reading and Adopt Resolution 9703, <br />Approving and Authorization for a Memorandum of Agreement with Rice Creek Watershed <br />District Regarding Inspection and Maintenance of Public Drainage Systems. <br /> <br />Council Member Meehlhause thanked Public Works/Parks and Recreation Director Peterson for <br />his efforts on this agreement with the Rice Creek Watershed District. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 9696, Adopting a Minnesota Government Data Practices Act Policy <br />and Designating the Responsible Authority and Compliance Official. <br /> <br />City Administrator Zikmund requested the Council approve a Resolution adopting a Minnesota <br />Government Data Practices Act Policy and Designating the Responsible Authority and <br />Compliance Official. He commented on the proposed changes and recommended approval of the <br />policy. <br /> <br />MOTION/SECOND: Gunn/Cermak. To Waive the Reading and Adopt Resolution 9696, <br />Adopting a Minnesota Government Data Practices Act Policy and Designating the Responsible <br />Authority and Compliance Official. <br /> <br /> Ayes – 4 Nays – 1 (Lindstrom) Motion carried. <br /> <br />Council Member Lindstrom stated he voted against this matter because he believed the policy <br />should be reviewed on a regular basis and not periodically. City Administrator Zikmund reported <br />the League of Minnesota Cities publishes a report at the end of every legislative session that <br />addresses changes. He explained staff relies on this information to address any necessary changes <br />to the data practices act policy. <br /> <br />C. Resolution 9699, Approving an Amendment to the City of Mounds View 2023 <br />Fee Schedule Regarding Building Permit Fees and Surcharges; and <br />Introduction and First Reading of Ordinance 1000, Amending the City of <br />Mounds View 2023 Fee Schedule Regarding Building Permit Fees and <br />Surcharges. <br />
