Item No: 05C <br />Meeting Date: Feb 27, 2023 <br />MOLADtSIEWType of Business Consent <br />City Administrator Review <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9710, Approving Authorizing the Execution and <br />Delivery of the Ramsey County Critical Corridors <br />Predevelopment Planning Grant Agreement <br />Introduction: <br />Ramsey County awarded Mounds View with a $50,000 Critical Corridors grant to complete a <br />concept plan for the redevelopment of Mounds View Square, and Sunrise Methodist Church. <br />The overall intent is to create a plan for the highest & best use, in the event that both properties <br />become available for redevelopment. The highest and best use is likely to include retail and <br />housing. The concept plan must be completed by December 31, 2023. <br />Discussion: <br />Staff will work with property owners; Paster Properties, and the Minnesota Conference of United <br />Methodist Church on a work plan, using grant funds to hire a consultant to complete the project. <br />The project is likely to be modeled after a similar project in St Louis Park; the Texa-Tonka Small <br />Area Plan. This 2019 plan included a three block corridor, including a shopping center owned <br />by Paster Properties. <br />Strategic Plan Strategy/Goal: <br />• Increase community engagement while being sensitive to the changing demographics and <br />their needs, and inclusive to all socioeconomic solutions. <br />• Continue BR&E program. Maximize utilization of development space and current list of <br />available sites. Consider residential redevelopment and thriving small businesses with <br />neighborhood appeal. <br />• Support the development of a variety of housing stocks that includes affordable and market <br />rate and the maintenance of properties. <br />Consider more townhomes and affordable apartments and other housing options. <br />Financial Impact: <br />Eligible expenses will be reimbursed by Ramsey County, up to $50,000. <br />Recommendation: <br />Staff recommends approval. <br />Respectfully, <br />�eQx <br />Jon Sevald, AICP <br />Community Development Director <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
