Western Lake Superior Sanitary District (WLSSD) has a volume -based rate structure in its solid <br />waste ordinance (covered in more detail in Section 4 of this report). <br />2.5.3 Transportation (Transfer Haul Costs) <br />Foth has developed a spreadsheet model for estimating transfer hauling costs which allows for <br />incorporating different assumptions for key variables such as fuel costs, average travel speeds, <br />tons hauled per load, one way miles, etc. The model then calculates the costs and converts them <br />to some commonly used rates such as cost per ton, cost per ton -mile, cost per hour, and cost per <br />mile. The model is depicted using common assumptions for two different hauling distances in <br />Table 2-4 (example A is 90 miles and B is 120 miles). The model was recently calibrated with <br />actual hauling quotes. <br />The electronic copy of the model has been provided to the MPCA as part of the project. Part of <br />the usefulness of the model is that it helps to gauge the potential impact when different variables <br />are changed. For example, in Table 2-4A, if the fuel cost per gallon increases by $1.00 from <br />$3.00 to $4.00 per gallon, the cost per ton is projected to increase from $16.20 to $17.84, an <br />increase of $1.64 per ton or an approximate 10% increase in the cost per ton for a 3 3 % increase <br />in fuel cost per gallon.
