2.6.4 Association of Minnesota Counties (AMC) <br />AMC has a similar policy that supports existing local government authority to help manage solid <br />waste. In its 2009 — 2010 Legislative Policy Positions, AMC stated that: <br />"AMC opposes "inverse condemnation " legislation that would restrict the ability of local <br />governments to implement organized waste collection. In its 2009 Policy Platform, under the issue titled "Inverse Condemnation", SWAA <br />stated that: <br />"SWAA opposes any legislation which would further restrict, hinder, or impair a local <br />unit of government's ability to organize waste collection services, or require a Local Unit <br />of Government (LGU) to compensate a private waste hauler for claimed lost business due <br />to LGU's decision to organize waste collection. LGU's were given the authority to <br />organize waste collection services and the responsibility to provide for waste <br />management programs within their regions under MS11 SA and MS145A, in order to <br />provide for the health, safety, and welfare of its citizens and to protect the environment. In its SWMCB 2009 Legislative Package (approved December 17, 2008), under the <br />issue titled "8. Streamlining the Designation and Organized Collection Process", SWCB stated <br />that: <br />"The SWMCB supports streamlining existing legislative processes to implement designation <br />by counties and organized collection by counties or cities.
