Code enforcement related to solid wastes; and <br />Payment to the annual CIP (capital improvement plan) for road improvements and re- <br />development. <br />The City noted that garbage trucks contribute to road damage in alleys and some streets, <br />especially problems with some alley corners. They make a transfer from the solid waste <br />enterprise fund to the general fund to cover the additional costs for road maintenance associated <br />with the collection of the solid wastes. A transfer of $150,000 is planned for 2009. <br />Highlights of the city of Robbinsdale organized collection system include: <br />Cost effective rates for: <br />► Weekly refuse collection in a three-tier volume -based rate schedule; <br />► Unlimited yard waste collection during spring, summer, and fall; <br />► Every other week recyclables collection; and <br />► Bulky item collection. <br />City utility based fee collection system added to other utility services billing that allows <br />the City to generate revenues to cover road maintenance costs attributed by the City to <br />solid waste collection trucks. <br />Management of the solid wastes by receiving monthly reports and directing refuse to the <br />Hennepin County facility. <br />No additional cost of services to the City buildings. <br />Contracted rate increases for yard waste and recycling to control cost increases over the <br />five-year term of the contract. Annual cost increase set at less than 3% per year. <br />Built in, step -based, fuel adjustment clause to control cost increases associated with rising <br />diesel fuel prices. Percentage increase capped at 6%. <br />Buffalo <br />Currently Buffalo contracts with Waste Management for residential MSW and recyclable <br />material collection services. Residents may choose from three levels of service including a 35 <br />gallon, 65 gallon or 95 gallon service. Residents are billed for their garbage collection service by <br />the City on their utility bill. <br />All residents must contact Waste Management to arrange pickup of additional waste. In this <br />case, the hauler sends the resident a bill for these additional items. Residents may take <br />advantage of clean-up days offered by the City to dispose of appliances for a fee at a specified <br />location. Single sort recycling for residents is included in all three service options. <br />In addition to Waste Management providing collection services, the City staff provides some <br />collection services. In Buffalo, City staff provides holiday tree pickup one day each year in <br />January at no additional cost to the resident.
