Below is a summary of the <br />comments from participants that receive a direct subsidy to reduce the cost of residential MSW <br />or recyclable material collection. The lists are separated into sections based on the type of <br />collection systems. <br />Open MSW/Open Recycling <br />• Bloomington — A Hennepin County rebate is passed directly back to residents on their <br />utility bill <br />Open MSW/Organized Recycling <br />• Minnetonka — Hennepin County recycling grant <br />Roseville — SCORE grant <br />Organized MSW/Organized Recycling <br />Elk River — Subsidized tipping fee <br />Ham Lake — SCORE grant <br />• Hopkins — SCORE grant <br />Below is a summary of the comments from participants that do not receive any direct subsidies <br />to reduce the cost of residential MSW or recyclable material collection. The lists are separated <br />into sections based on the type of collection systems. <br />Open MSW/Open Recycling <br />Savage — Receive grant money from the County for an annual recycling day <br />Open MSW/Organized Recycling <br />Ramsey — SCORE grant is used for education purposes not to offset residential costs <br />Organized MSW/Organized Recycling <br />Columbia Heights — Indirectly from Anoka County <br />3.3.4 County Service Fees <br />The municipal survey also included a yes/no question asking if the county had a solid waste <br />service fee in place (property tax or hauler collected).
