3.5 Management <br />Several of the municipal survey questions pertained to data collection and overall management, <br />of solid waste and recyclables by municipalities. <br />3.5.1 Analysis of Recycling Program Performance Data using Re-TRAC <br />The SWMCB has contracted with Emerge Knowledge Design for on-line recycling data <br />management services known as Re-TRACTM. The objective of Re-TRAC is to provide a <br />convenient, standardized data base so that counties and cities can store and retrieve their <br />recycling program performance data for later comparative analysis. <br />Foth analyzed the recycling performance data from the Re-TRAC system to determine if there is <br />any significant difference between communities within three different collection system <br />categories: <br />Open MSW/Open Recycling <br />• Open MSW/Organized Recycling <br />Organized MSW/Organized Recycling <br />It is notable that there are no cities with an "Organized MSW/Open Recycling" collection <br />system. <br />Appendix F displays the data analysis details within each of the three collection system <br />categories. The four page table is sorted by collection system category, then by County (within <br />the SWMCB Region) and then by community. The table is generated from 2007 recycling data <br />as reported by municipalities and SWMCB Counties using the on-line Re-TRAC system. Only <br />the six metro SWMCB Counties are using the Re-TRAC recycling system at this time. Thus, <br />similar and directly comparable data from other communities is not yet available.
