4 In-depth Analysis <br />An in-depth analysis was completed for ten (10) cities comparing cost and performance for <br />residential waste and recyclable material collection arrangements. The MPCA listed eight cities <br />for this analysis and Foth selected two additional cities. There are five (5) cities each for <br />organized and open systems. <br />The data collection process for this analysis included written and follow up surveys as well as <br />field work actually following several collection vehicles while on their collection routes in the <br />cities. A copy of the in-depth survey is provided in Appendix A. <br />Many of the survey questions and the overall methodology were similar to the municipal survey. <br />A summary matrix of the in-depth responses is provided in Appendix B. <br />The ten cities selected for this analysis are listed below. <br />Open Solid Waste Systems Organized Solid Waste Systems <br />Eagan . Blaine <br />Duluth . St. Cloud <br />St. Paul . Minneapolis <br />Rochester . Mankato <br />Woodbury . Stillwater <br />4.1 City Solid Waste System History and Descriptions <br />4.1.1 Open System Cities <br />Duluth <br />Duluth has an open collection system which allows residents to choose any hauler for their MSW <br />and recyclable material collections services, provided the hauler is licensed by the City. The <br />WLSSD has a long history of active involvement in solid waste planning and management. The <br />City's role has been much less active although there have been some studies conducted <br />examining the City's role. Duluth has consistently refrained from a more active role in service <br />delivery (not desiring to contract or to organize collection). Haulers are licensed and are <br />required to use a fairly rigorous volume -based fee rate schedule to encourage residents to reduce <br />the amount of garbage disposed in favor of waste reduction and recycling. <br />Eagan <br />Eagan has an open collection system which allows residents to choose any hauler for their MSW <br />and recyclable material collections services, provided the hauler is licensed by the City. <br />Rochester <br />Rochester has an open collection system which allows residents to choose any hauler for their <br />MSW and recyclable material collections services. Table 4-1 shows ten haulers are licensed in <br />Rochester.
