negotiations as the procurement process. Municipal crews provide the same basic level of <br />service in the other half, thus maintaining a balance of public/private service provision. Over the <br />years, the City and MRI continued to negotiate five-year extensions to the collection contract up <br />until and including a five-year extension in 2002. A RFP was issued by the City in March, 2006. <br />After a drawn out process including legal proceedings, the City recently extended the MRI <br />contract for another five year period. <br />St. Cloud <br />Since 1991, St. Cloud has operated a volume -based MSW collection system. Residents are <br />charged based on the volume of MSW placed at the curb for collection. Since 1998 the number <br />of MSW and recycling service accounts has increased by 45% without an increase in the City's <br />MSW service employees. <br />Stillwater <br />The city of Stillwater has a fairly long history of having an organized MSW collection system, <br />prior to the enactment of the Organized Collection statute. They had a contract with a local <br />independent hauler who was purchased by Waste Management.
