4.2.2 Organized System Cities <br />Blaine <br />In 2008, Blaine contracted with Waste Management for residential MSW and recyclable material <br />collection. Residents are required by City ordinance to pay for MSW collection service in Blaine <br />and are billed quarterly by the City. <br />At the end of this year Blaine issued a competitive RFP for the residential collection services of <br />the City. The new contract was awarded to Veolia ES Solid Waste (Veolia). <br />Mankato <br />The public works department manages the MSW and recyclable material collection contracting <br />in Mankato. Currently, Mankato contracts with Waste Management for these collection services. <br />Residents are required by City ordinance to pay for collection services and are billed for the <br />service on their utility bill on a monthly basis by the City. <br />Minneapolis <br />The public works solid waste and recycling division manages the MSW and recyclable material <br />collection services for all single family households up to four-plexes in Minneapolis. Those <br />structures with greater than four units have the option of using the City collection services or <br />contracting on their own for services. Public works personnel provide collection services for <br />half of the households. The other half of the households are served by MRI which contracts with <br />the City. Residents are required by City ordinance to pay for MSW and recyclable collection <br />service and are billed monthly by the City. <br />St. Cloud <br />The public works department manages the MSW and recyclable material collection services for <br />all single family households, duplexes and tri-plexes. The City uses municipal crews for both <br />these collection services. Larger residential properties must contract privately with their own <br />hauler for collection services. Residents pay for MSW and recyclable collection services as part <br />of their City utility bill on a bi-monthly basis plus purchase bags to set out garbage if they have <br />not subscribed to the 90 gallon cart service. <br />Stillwater <br />Waste Management manages the MSW and recyclable material collection services for residents <br />of Stillwater. By City ordinance, every residence is required to have collection services <br />including multi -family structures. Therefore, Waste Management serves both single family and <br />multi -family households (including apartment complexes). Single family household residents <br />are billed for collection services by Waste Management on a quarterly basis. <br />4.3 Accounts and Scope of Service <br />Tables 4-2A and 4-213 provide a summary of the number of households and the levels of service <br />provided to each City. <br />4.3.1 Open System Cities <br />Table 4-2A provides a summary of the households served and service levels for the five open <br />cities. <br />76 •Foth Infrastructure & Environment, LLC R - Analysis of Waste Collection Service Arrangements.doc <br />June 2009 <br />
