The rates are similar in that the larger volume service level, the more the resident is charged. Where the rates differ are in the average costs for similar services. Blaine, an organized city, has the lowest rates charged to residents for MSW and recyclable material collection. Of the open system cities, the rates from Duluth are the highest rates charged to residents for collection services.
