• The City of Robbinsdale (with an organized system) set aside $150,000 from solid waste <br />fees for roads in 2008. <br />The presentation did not specify how many miles of roads the total cost figures are intended to <br />maintain. <br />Foth, MCPA, 2009 (16) <br />Also in 2009, Foth Infrastructure & Environment produced a report for the Minnesota Pollution <br />Control Agency regarding waste collection service agreements. The report cited the University <br />of Michigan (1992) as saying "fatigue damage to rigid and flexible pavements is most directly <br />determined by maximum axle loads and pavement thickness." The report also cites the R3 <br />(2008) report and the truck / passenger car equivalent concepts, discussed in that report. <br />The Foth report also cites the University of Michigan's claim that starting and stopping of <br />garbage trucks can increase damage by 50 to 100% (17). <br />The conclusions of the report, as they relate to pavement damage, include the following. <br />• Main causes for deterioration include traffic volume, type of traffic, and environmental <br />factors (water, temperature, sun, pollutants). <br />• A properly designed bituminous surface should be able to handle the traffic loading over <br />its design life including heavy truck loadings. <br />• Environmental factors are generally responsible for the majority of pavement wear and <br />deterioration. <br />The Foth report also provided comments by municipalities regarding their perceptions of the <br />impacts of heavy trucks (and garbage trucks in particular) on their streets. These are summarized <br />below. <br />• Bloomington <br />The City engineer put together a memo that references MnDOT studies. This memo also <br />outlines the Bloomington road weight restrictions, comparisons of heavy traffic, and <br />costs for repair. In addition, the City has photos of road wear in cul-de-sacs where <br />garbage trucks are the only trucks entering (school buses and other heavy trucks do not <br />enter cul-de-sacs). <br />• Lakeville <br />We do not have a position on how collection vehicles impact our roads. We're sure they <br />do, but it has not recently been addressed or studied. <br />• Prior Lake <br />We know there are impacts but we have no studies. <br />• Rosemount <br />There have been some comments from the public works department but mostly there <br />have been comments from elected officials. <br />10 <br />
