I will send you agenda and meeting location information soon. <br />Please let me know if there are any particular issues you would like to add to the agenda: <br />So far, I anticipate: <br />1. A discussion of 2009 legislative session including Paint Bill communication <br />2. SWAA Annual Conference <br />3. Review of MPCA GHG Stakeholder process (and other stakeholder meetings) <br />4. MPCA's Study of Waste Collection Service Arrangements <br />AT 11:00 AM - MPCA STAFF WILL LEAD a discussion proposed landfill rulemaking driven <br />by legislative mandates passed in May 2008. The Legislature required the MPCA to promulgate <br />new rules before it issues permits for any new landfills in Minnesota, with few exceptions. The <br />MPCA is to report back to the Legislature in January 2010, before it completes the process. <br />Here are the mandates: <br />(1) The MPCA is to develop rule language requiring improved financial assurance at landfills. <br />Financial assurance is a guarantee that a landfill operator puts up to ensure the public doesn't <br />have to pay for emergency response, closure, or post -closure care. Under current rules, not all <br />types of landfills have to put up financial guarantees.
