At their expense, haulers will create and mail an annual residential guide detailing accepted/not <br />accepted materials, billing and customer service details, service calendar, and more. The City will <br />approve this literature before being sent out. <br />Haulers will notify residents annually of rates, regulations, and complaint procedures. This can be <br />included in the annual guide. <br />• Creation, printing, and distribution of tags to notify residents of items incorrectly prepared for <br />collection. The City will approve these tags before the commencement of the program. <br />City Public Education Commitments <br />• City will approve education components prior to sending or posting by haulers. <br />• City will continue to host and promote educational events and resources for Richfield residents. <br />• City will continue to partner with Hennepin County Energy & Environment staff for public education, <br />brochures, flyers, etc. <br />• City will maintain a website page dedicated to solid waste collection services and relevant information. <br />Hauler Reporting <br />• Monthly tonnage reporting of all items collected in Richfield as part of the organized system. For bulky <br />item collection, this reporting will also include the number of units/items picked up. <br />• Monthly recycling and organics participation (set -out rates). <br />• Annual plan for continuous improvement required to be submitted to the City. <br />• Annual recycling audit/composition study to be conducted by each hauler. <br />Transition <br />• Haulers will be required to create a cart transition plan with the City and submit their collective plan <br />with the final proposal. <br />• Haulers will propose final hauler collection zones based on market share percentages from May 10tn <br />2020 (6 months prior to the decision to pursue organized collection in Richfield) for each hauler within <br />thirty (30) days of contract approval. City staff will review and approve collection zone boundaries. <br />• After contract approval, haulers will provide complete customer lists with current service levels, billing, <br />and contact information. <br />• After final collection zones are approved, the hauler in each zone will communicate with all applicable <br />households to confirm cart sizes and service level requests. Haulers will provide the City confirmation of <br />communication with all households if requested. <br />
