I Introduction <br />1.1 Purpose <br />The goal of this project is to develop "quantifiable" information comparing open and organized <br />residential Municipal Solid Waste (MSW) and recyclable material collection systems that are <br />currently in -place in cities across Minnesota to see how they may each affect: <br />Costs; <br />Impacts on the environment; <br />Efficiency and effectiveness of solid waste management systems; and the <br />Outcome of the Minnesota Pollution Control Agency (MPCA) Strategic Plan Objectives <br />such as renewable energy and reduced Greenhouse Gas (GHG) emissions. <br />1.2 Scope of Work <br />The work plan for this project included: <br />Conducting a literature review and analysis of past and current efforts to establish <br />organized residential collection systems within Minnesota municipalities and counties. <br />Comparing the advantages and disadvantages of both open and organized residential <br />collection systems; <br />► Providing a snapshot of the current percentage of cities with open residential <br />collection systems verses organized residential collection systems; and <br />► Providing a discussion of the current Minnesota Organized Collection statue and <br />collection authority and the experiences of Minnesota cities conforming to this statue. <br />Conducting a survey of 50 Minnesota cities, which have a population of 10,000 or <br />greater, which represents both open and organized residential collection systems and <br />provides a sample of the variations of these systems. <br />► Gathering information on services provided, management techniques and comments <br />for improving existing services; and <br />► Conducting a separate survey that focused on gathering copies of hauler bills from <br />Minnesota residents to compare residential rates charged by different haulers in <br />different cities for varying levels of services. <br />Preparing a comparison and in-depth analysis of the cost and performance of residential <br />waste and recyclable material collection systems of ten selected cities in Minnesota. <br />► Gathering information on existing haulers operating in open collection system cities <br />and reviewing contracts from organized system cities; <br />R - Analysis of Waste Collection Service Arrangements.doc Foth Infrastructure & Environment, LLC • 1 <br />June 2009 <br />
