• Recycling is stagnant or decreasing as economic incentives to recycle have diminished; <br />Resources that could be put to a higher use through recycling are disposed in processing <br />facilities or landfills; <br />• Key decisions are made with a focus on short-term cost or profits; <br />Illegal dumping of wastes and associated environmental concerns continues in several <br />areas; <br />• Municipal concerns on truck traffic continue; <br />• Resource recovery costs are subsidized to compete with landfilling costs; and <br />• Resource recovery capacity is not consistently utilized. <br />Other counties such as Olmsted and Stearns have evaluated different organized collection <br />approaches as a means to meet the goals of their Solid Waste Master Plans. Wabasha County <br />completed the organized collection process and has an organized collection ordinance in place. <br />However, Wabasha County has not enforced the provisions of the ordinance due to voluntary <br />agreements signed by the local waste haulers. <br />2.4.2 Process <br />There are some common characteristics in the processes used from municipality to municipality <br />as the process is fairly prescriptive in the Organized Collection statute. <br />2.4.2.1 Staff/Committee Considerations <br />Typically, city staff work with a city established committee to review and research the various <br />issues. Often times, surveys of rates (monthly cost per household) are compiled. Potential <br />advantages and disadvantages of open versus organized collection are identified and discussed <br />for relevance to the community. The city of Falcon Heights Final Report on Organized <br />Collection15 had a particularly comprehensive listing of advantages and disadvantages for both <br />open and organized collection as follows: <br />"Potential Advantages of Open Collection <br />• Residents can select the hauler that provides the level of service most compatible with <br />their individual needs and can shop among the price options that are available. <br />Since Falcon Heights already has an open system, residents would not be inconvenienced <br />by change. <br />• Administrative cost is minimized for the City. <br />15 "Organized Collection Study — Final Report."
