February 14, 2022 <br />Page 3 <br />that Chair Warren have the Commission review and change the City Charter language in Chapter <br />7 Taxation and Finances, Section 7.03, subdivision 1, which limits the City annual levy by a <br />percentage. Warren introduced the topic to Charter Commission, and it agreed to look at the issue <br />at its regularly scheduled meeting in March and a special meeting in April. <br />2. March 23, 2021. Charter Commission received City finance information on the <br />topic. <br />3. April 27, 2021. Charter Commission approved three alternative language choices <br />for discussion at a joint meeting with City Council and Charter Commission. <br />4. June 22, 2021. Joint City Council and Charter Commission meeting where the <br />three alternate languages were presented and in discussion all City Council members said they <br />were not satisfied with the alternative language and favored the Fridley model. <br />5. August 17, 2021. Charter Commission is presented with the language drafted by <br />City Attorney Joseph Sathe (Sathe) to meet City Council consensus request, the language is <br />discussed, amendments made, and eventually tabled. Charter amendment processes of Minn. Stat. <br />§ 410.12 were also discussed at the August meeting, where City Attorney Sathe advised Charter <br />Commission that it could choose Minn. Stat. § 410.12 subd. 7 or subd. 5. <br />6. September 21 2021. Charter Commission met and City Attorney Sathe again <br />presented the August amended draft ordinance along with Charter Commission resolutions for <br />City Council to adopt the draft ordinance language under Minn. Stat. § 410.12, subd. 7 and another <br />resolution under Minn. Stat. § 410.12, subd. 5. By motion, Charter Commission failed to approve <br />the Minn. Stat. § 410.12, subd. 5 resolution, but it approved the Minn. Stat. § 410.12, subd. 7 <br />resolution and sample ordinance, with Charter Commission's amendments. Sathe and City <br />Administrator Nyle Zikmund (Zikmund) were present at Charter Commission's September 21 <br />meeting. City Attorney Sathe agreed to make the changes and forward to Charter Commission <br />Secretary Brian Amundsen (Amundsen) for signature. <br />7. September 24 2021. City Attorney Sathe sends final form of ordinance and <br />resolutions to Secretary Amundsen for transfer onto Charter Commission letterhead and signatures <br />of Chair Warren and Secretary Brian Amundsen. Although signatures are not required by Charter <br />Commission Bylaws, it has been tradition for both Chair and Secretary to sign the resolutions. <br />8. September 27,2021. Resolution transferred onto Charter Commission letterhead, <br />signed by Secretary Amundsen and emailed to Chair Warren for signature and deposit at City Hall. <br />Signed resolution is also emailed to City Attorney Sathe and cc'd to City Administrator Zikmund. <br />9. October 25, 2021. Chair Warren signs resolution and drops printed copy off at City <br />Hall. <br />
