Minn. Stat. 645.15 <br />(https://www.revisor.mn.gov/statutes/cite/645.15) provides that the final day of a timeline cannot be a Saturday, <br />Sunday, or legal holiday. If final day falls on a Saturday, Sunday, or legal holiday then those days must be omitted from <br />the 60-day computation. <br />Minn. Stat. 645.44, subd. 5 (https://www.revisor.mn.gov/statutes/cite/645.44) provides that the third Monday in <br />February is a holiday. <br />Even if the timeline were one that is established in City Code, the City Code follows the rules and cannons of <br />construction, presumptions and miscellaneous provisions pertaining to construction contained in Minnesota Statutes, <br />Chapter 645 (City Code, section 10.002 (A) (2)) and the same calculation would apply. <br />The City is allowed to accept the petition on February 19, 20, or 21(so you could be willing to accept the petition those <br />days), but the deadline by which the petition must be submitted cannot be February 19, 20, or 21. <br />Please let me know if you have additional questions. <br />Best, <br />Joe <br />Joseph L.
