Item No: 09G <br />Meeting Date: May 10, 2004 <br />Type of Business: Council Business <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Kurt Ulrich, City Administrator <br />Item Title/Subject: Review of Charter Commission Resolution NO. 2003- <br />04; Recommendations for Modifications to Section <br />2.06 of the City Charter (Mayor's Powers and Duties) <br />and Section 4.05 of the City Charter (Vacancy of <br />Municipal Elected Office). <br />Background <br />This item was previously postponed by the Council along with the proposed Section <br />5 amendments, in order to allow additional staff research. <br />Discussion <br />The proposed revisions primarily clarify the language of the Charter with only minor <br />policy implications. Charter Commission Chair Thomas has been invited to the <br />Council meeting to explain the background of the proposal. <br />Recommendation <br />Staff recommends approval of moving forward with consideration of an ordinance <br />amending Sections 2.06 and 4.05. The Council may either direct staff to prepare the <br />ordinances to implement the proposed revision, provide additional direction to the <br />Charter Commission, or postpone this item if its determined more information is <br />necessary to make a decision. A unanimous vote is necessary to approve a Charter <br />Amendment. <br />Kurt Ulrich <br />City Administrator <br />Attached is a Charter Commission Resolution for the Council's consideration <br />regarding Section 2.06 and Section 4.05 of the City Charter. The Charter <br />Commission adopted this Resolution on October 10, 2003. <br />
