<br />Item No: 7A <br />Meeting Date: Feb 22, 2010 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Clerk - Administrator <br />Item Title/Subject: First Reading and Introduction of Ordinance 841, an Ordinance <br />Amending the Mounds View City Charter by Changing the Title <br />of Clerk-Administrator to City Administrator and by Revising <br />Sections 6.03 and 6.04 Relating to the Duties of the <br />Administrator and Treasurer <br /> <br />Introduction: <br /> <br />In 2009, the Charter Commission was asked to consider amending the Charter to update <br />the title of the Clerk-Administrator position to a more commonly used title, such as City <br />Administrator. <br /> <br />Discussion: <br /> <br />The Charter Commission discussed the potential title change at many meetings, reviewing <br />Minnesota Statutes, League of Minnesota Cities documentation and reports, the Mounds <br />View City Code and other references in their analysis. Some concern was expressed that <br />in changing the title, a resident may not know who in the City was responsible for “clerk” <br />duties as defined in MN Statutes. After much deliberation, the Commission adopted <br />Resolution 2009-03e, which is attached. In addition to replacing all occurrences of “Clerk- <br />Administrator” with “City Administrator”, Sections 6.03 and 6.04 were amended to clarify <br />duties and responsibilities of the administrator and treasurer. To address the concern <br />about statutory clerk responsibilities, Section 6.03 was amended to reference MN Statues. <br />Also in Section 6.03, the long list of duties and responsibilities were proposed to be deleted <br />and replaced with a reference to the same duties listed in Chapter 106 of the City Code. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of the first reading and introduction of Ordinance 841, an <br />ordinance changing the title of Clerk-Administrator to City Administrator throughout the <br />Charter and amending specific Sections 6.03 and 6.04 relating to the duties of the <br />administrator and treasurer.
