The <br />Mounds View Charter Commission requests the City Council prepare the following <br />Charter language amendment for a ballot and have it placed before the voters at the <br />next general election. We also request the City Council response within 30 days for <br />any questions or clarification to any item as presented in the modification of language <br />for Chapter 7, Section 7.03. <br />Objectives: <br />1.To update and modify language in 7.03 for system of taxation. <br />2.In 7.03 Subdivision 1 to increase the annual tax levy limit and avoid future Fund <br />Balance deficits. <br />3.In 7.03 Subdivision 2 to allow a super majority of the Council to approve a higher <br />tax levy cap if necessary to meet Fund Balance needs and avoid State Auditor rules <br />about the Fund Balance.. <br />The section recommended for consideration with this resolution is attached. <br />Adopted, July 27, 2021 <br />Respectfully submitted, <br />______________________________________ <br />Russell Warren, Chair Brian Amundsen, Secretary
