Mounds View Charter Commission Minutes - DRAFT <br />Tuesday, August 17, 2021 <br />1.Call to Order. Regular meeting came to order at 6:30 PM. <br />2.Roll Call. Present: B. Amundsen (Secretary), B. Clawson, D. Erickson, <br />M. Munson, J. Peterson, G. Quick, R. Scholl, R. Warren (Chair) <br />Excused: <br />Absent: Bob J King Jr. <br /> Also present: Council Liaison Gary Meehlhause, City Administrator Nyle Zikmund, City Finance <br />Director Mark Beer, and Kennedy and Graven Attorney Joseph Sathe. <br />3.Approval of Agenda and Minutes. <br />A. Approve Agenda. <br />Chair R. Warren introduced the Preliminary Agenda. <br />MOTION by M. Munson, and seconded, by J. Peterson, to adopt the Preliminary Agenda as presented. <br /> Motion Adopted. <br />B. Approve Minutes. <br />Chair R. Warren asked for review of the Secretary's April 27, 2021, minutes. <br />MOTION by B. Clawson, and seconded, by M. Munson, to approve the Minutes as corrected. <br /> Motion Adopted. <br />4.Citizens Comment from the Floor. <br />None. <br />5.Reports of Chair. <br />None. <br />6.Reports of Members. <br />None. <br />7.Unfinished Business. <br />Chapter 7 Taxation and Finances. Chair R. Warren introduced the topic for open discussion. B. Amundsen <br />reviewed the list of documents emailed, in packet, to the commissioners, and posted on City website. <br />Finance Director M. Beer reviewed the newest projection spreadsheet showing 4.5% as the target <br />percentage minimum to keep the Fund Balance at his target of 50%. Discussion occurred on the three <br />previous considerations, from the Commission's April 27, 2021, meeting, and discussion with the Council <br />on June 22, 2021, at the Community Center, including the Fridley Charter language of 5% or up to 8% with <br />a 4 of 5 council affirmative vote. R. Scholl suggested adding language to suspend any limits during the year <br />a tax increment financing district (TIF) is decertified. Finance Director M. Beer answered questions about <br />TIF expiration and potential decreasing residential property taxes or keeping taxes level by suspending <br />limits. Discussion occurred on the current language and possible change of “lesser” to “greater” and of <br />Council support for the Fridley language. City Administrator N. Zikmund presented documents with an <br />unnumbered resolution and suggested ordinance language prepared by Kennedy and Graven (K&G) and <br />introduced Joseph Sathe from K&G to answer questions. Discussion occurred about Finance Director M. <br />Beer's email of June 23, 2021, which suggested a hybrid that added a CPI case clause to the Fridley <br />language. Chair R. Warren requested if Finance Director M. Beer and Attorney J. Sathe could take the <br />discussed ideas, the email hybrid, and TIF concept and prepare draft language for the Commission to review <br />at this evening's meeting, they agreed and left the room to prepare draft language. <br />Discussion occurred about the methods for amending the Charter. <br />Discussion continued with the draft language prepared by Finance Director M. Beer and Attorney J. <br />Sathe. Suggested changes were made to the draft language, which were incorporated, prepared and then <br />Page 1 of 2
