Mounds View Charter Commission Minutes - APPROVED

<br />MOTION, by R. Scholl, and seconded, by G. Quick, to amend the language in 2.01, subdivision B, first
<br />sentence, to read “The tax levy dollar amount may be increased to Consumer Price Index (CPI) plus
<br />2.5% if CPI exceeds 6.5%, by an affirmative vote of four members of the Council.” Discussion
<br />occurred.
<br />Roll call vote R. Scholl-aye, B. Clawson-aye, B. Amundsen-no, D. Erickson-aye, B. King Jr.-aye, M.
<br />Munson-connection temporarily loss, J. Peterson-no, G. Quick-aye, R. Warren-aye; six (6) voting aye and
<br />two (2) voting no, the Motion Adopted.
<br />MOTION, by B. Amundsen, and seconded, by D. Erickson, to amend the language in 2.01, subdivision
<br />C, to read “The limits in this subdivision shall be suspended for one year after the decertification of a
<br />Tax Increment Financing District, by an affirmative vote of four members of the Council.” Discussion
<br />occurred.

<br />MOTION, by R. Scholl, and seconded, by B. King Jr., to adopt the language of section 2.01 as amended
<br />this evening. Discussion occurred.

<br />MOTION, by R. Scholl, and seconded, by G. Quick, to send to the Council Exhibit “A”, as amended, to
<br />adopt the amendment to the City Charter by ordinance. Discussion occurred.

<br />Secretary B. Amundsen stated resolution number 2021-4 was assigned to the motion just adopted. Attorney
<br />Joe Sathe, Kennedy and Graven, said he would update the language to the amendment passed this evening
<br />and forward to the Secretary in a few days.

<br />9.Next Regular Meeting.
<br />The next regular meeting of the Commission is November 16, 2021, at 6:30 PM. Consensus of the
<br />Commission was to return to Chapter 4, Nomination and Elections, at next meeting. City Administrator N.
<br />Zikmund indicated the city would be ready for the discussion. B. Amundsen added review of the
<br />Commission annual report, which is required to the district judge before the end of the year.
<br />10.Adjournment: MOTION, by B. King Jr., to adjourn. Chair declared the meeting adjourned at 8:26 PM.
