We reviewed the Agreement between Ramsey County and the City of Mounds View for Election Services, and have a few questions. Under the "County Responsibilities" the only place that petitions are mentioned is under section 4(r), which states: "Perform all duties of the candidate filing officer, including the acceptance of affidavits of candidacy and petitions." As we read and interpret that sentence, it seems that the second part of the sentence, is still related to petitions related to a candidate's filing. It clearly is worded as an add -on to the first part of the sentence related to candidates filings. We know that there can be candidates who file petitions for one thing or another, like placement on a ballot, inappropriate campaigning, etc... This duty does not seem to encompass and include the type of petition we submitted to the city. Please comment... Did your responsibility to handle the examination of the petition come from 4(r), or from elsewhere in the section of "County Responsibilities"? If elsewhere, where specifically? What section number?
