Prior to the date when an ordinance takes effect, it may be <br /> 2 subjected to a referendum by a petition which shall state at the head of each page, or attached <br /> 3 thereto, the exact text of the measure to be considered by the ele voters. The committee <br /> must file the completed petition in the office of the Clerk-Administrator at least 10 calendar das <br /> 5 before the ordinance takes effect. If the petition is found to be sufficient under the provisions of <br /> Section 5.03 of this chapter, the said ordinance shall thereby be prevented from going to <br /> 7 operation, and the subjeet ma4ter-of the petition shall be plaeed on the ballet at the next eleetion <br /> 8 , the <br /> 9 Gatmeil shall eall a speeial eleetion to be held within stieh period, pfeviding the petition has been <br /> 1 �„ra to be su ffi ient. enactment and the City Council must adopt a resolution suspending the <br /> 11 effective date of the Ordinance until it is decided by a vote of the public and complete the <br /> 1 following courses of action within 150 days of determination of sufficiency. The subject matter of <br /> 13 the petition shall be placed on the ballot at the next election occurring in the City. If there is no <br /> 14 regularly scheduled election within 120 calendar days of the determination of sufficiency or if the <br /> 15 calendar date prohibits compliance with provisions in Chapter 4 of this Charter,upon declaration of <br /> 16 sufficiency, the Council shall immediately call a special election to take place within 90 calendar <br /> 17 days of said meeting_ If a majority of the-voters voting thereon favors the ordinance contained in <br /> 18 the petition, it shall ,.o,,.ai i off et. it shall take effect immediately unless the ordinance specifies a <br /> 19 later date. If a majority votes against the ordinance contained in the <br /> 20 petition, it shall be considered repealed upon certification of the election results. If the petition <br /> 21 cannot meet the requirements of sufficiency under the provisions in Section 5.03 of this chapter, the <br /> 2 City Council must adopt a resolution suspending the effective date of the Ordinance for 30 calendar <br /> 23 days and the sponsoring committee will have 21 calendar days in which to file additional signature <br /> 2 papers and/or to correct the specified irre u�ty according to Section 5.04. If the Final Finding is <br /> 25 that the petition is insufficient, the Ordinance shall take effect on the date declared by the resolution <br /> 26 of suspension. If the corrected petition is declared sufficient according to Section 5.03, the City <br /> 27 Council must pass a resolution suspending the effective date of the Ordinance until it can be <br /> 28 decided by a vote of the public and proceed as previously mentioned in this section. <br /> 29 _(Amended, Ord. 651, 8-16-2000) <br /> 30 <br /> City of Mounds View <br />
