The Mounds View Charter Commission requests the City <br />Council adopt this resolution by ordinance by the required unanimous vote. We <br />also request a response within 60 days with recommendations for modifications <br />to any item that the City Council deems not acceptable as presented. <br />Charter Commission Objectives: <br />1. Response to request made by the City Council to provide both marked up and <br />proposed clear text version of the text <br />2. Throughout Chapter 5 clarify Mounds View resident terminology usage so <br />that references are more consistent rather than having references to "people <br />of Mounds View", "registered voters", "citizens of Mounds View", and "voters". <br />3. Sections 3.05, 3.07 and 3.09 require small amendments related to Chapter 5. <br />4. Section 5.01 define the term "voter". <br />5. Section 5.02 define committee as "Sponsoring Committee", its size and <br />membership requirement, and petition signer requirement. <br />6. Section 5.03 clarify the process and requirements for sufficiency. <br />7. Section 5.04 clarify the process for insufficient petitions. <br />8. Section 5.05 new section to deal with ballot issue for consistency and clarity. <br />9. Section 5.06 clarify the process for Initiative and process time line. <br />10.Section 5.07 correct "into operations" to "enactment", correct "electors" to <br />"voters", assure Chapter 4 applies to setting of election ballot. <br />11. Section 5.08 clarify requirements for "Recall", time line for actions of Clerk - <br />Administrator, council member, and Council. <br />12. Through -out the Chapter change Clerk/Administrator to "Clerk -Administrator". <br />13. Improve and clarify the reader's ability to understand the process, required <br />steps, and time line for circulating and submitting a petition to the City. <br />14. Improve the Chapters time elapse definitions to calendar days. <br />15.
