Finance Director <br />December 9, 2013 <br />Page 2 <br />• Oversees the posting and reconciliation of ledgers and accounts. <br />• Manages and supervises assigned operations to achieve goals within available resources; plans <br />and organizes workloads and staff assignments; trains, develops, motivates and evaluates <br />assigned staff; reviews progress and directs changes as needed. <br />• Determines work procedures, prepares work schedules, and expedites workflow; studies and <br />standardizes procedures to improve efficiency and effectiveness of financial operations. <br />• Determines cash planning and availability. <br />• Prepares and coordinates the fiscal data and production of annual reports and fiscal projections for <br />Tax Increment Districts and Securities and Exchange Commission Bond Disclosure requirements. <br />• Oversees the Information Technology function, including interactions with Metro I -Net as a liaison, <br />equipment/technology planning and budgeting, and acts as the alternate on the Metro I -Net Board. <br />• Performs a variety of miscellaneous financial functions as needed and required by the position. <br />PERIPHERAL DUTIES <br />Develops finance related ordinances, resolutions and procedures. <br />Represents the City at various conferences and meetings. <br />Performs cost -of -service studies for utility rate considerations. <br />MINIMUM QUALIFICATIONS <br />Education and Experience: <br />(A) Graduation from an accredited four (4) year college or university with a degree in accounting, <br />finance, business or public administration, or a closely related field; <br />(B) Minimum of five (5) years' experience in a senior municipal finance position, and; <br />(C) Four (4) years of supervisory experience. <br />NECESSARY KNOWLEDGE, SKILLS AND ABILITIES <br />(A) Considerable knowledge of modern governmental accounting theory, principles, and practices; <br />considerable knowledge of internal control procedures and financial packages; <br />(B) Considerable knowledge of office automation and computerized financial applications; <br />(C) Considerable knowledge of public finance and fiscal planning; <br />(D) Considerable knowledge of payroll and accounts payable functions; <br />(E) Working knowledge of budgetary, accounting, reporting systems, GAAFR, GAAP, GASB. <br />(F) Ability to prepare and analyze complex financial reports; <br />(G) Ability to maintain efficient and effective financial systems and procedures; <br />(H) Ability to effectively supervise staff; <br />(1) Ability to establish and maintain effective working relationships with employees and city officials; <br />ability to communicate effectively orally and in writing. <br />SPECIAL REQUIREMENTS <br />A valid state driver's license or ability to obtain one within three (3) months. Must be bondable. <br />TOOLS AND EQUIPMENT USED <br />Skill in operating a personal computer (including word processing and spreadsheet software); network <br />computer system including associated financial packages; 10-key calculator; phone; copy machine; fax <br />machine. <br />PHYSICAL DEMANDS <br />The physical demands described here are representative of those that must be met by an employee to <br />successfully perform the essential functions of this job.
