RESOLUTION NO. 9714 <br />RESOLUTION APPROVING THE COMMENCEMENT OF ORGANIZING SOLID <br />WASTE COLLECTION BETWEEN THE CITY OF MOUNDS VIEW AND LICENSED <br />RESIDENTIAL COLLECTORS AS PER MINNESOTA STATUTE 115A.94 <br />WHEREAS, the City of Mounds View (the "City") understands the environmental <br />significance and economic value in improving responsible waste disposal across the City <br />and desires to help provide a more equitable service for Mounds View residents; and <br />WHEREAS, on March 6, 2023 the Mounds View City Council (the "Council') <br />directed City staff to proceed with the research and planning process for establishing an <br />organized solid waste collection system as per Minnesota Statute 115A.94; and <br />WHEREAS, City staff has further investigated the process to initiate organized <br />collection and has determined that the City should provide notice to all existing licensed <br />haulers that the City is considering organized collection and invite them to meet and <br />confer with the Council as required by Minn. Stat. § 115A.94, subd. 4e; and <br />WHEREAS, following the "meet and confer" City staff recommends conducting <br />public engagement regarding Organized collection; and <br />NOW, THEREFORE, BE IT RESOLVED, City staff is directed to do the following: <br />1. Provide notice to all existing licensed haulers and all residents of the City that <br />the City intends to consider organized collection; and <br />2. Schedule a public meeting including the licensed haulers and the Council as <br />required by Minn. Stat. § 115A.94, subd. 4e; and <br />3. Schedule public engagement sessions to provide information and receive <br />feedback and input on organized collection in order to establish City priorities <br />regarding issues such as zone creation, traffic, safety, environmental <br />performance, service provided, and price prior to initiation of negotiations with <br />currently licensed haulers; and <br />4.
