Hi Commissioners, <br /> <br />There have been a lot of parks related items occurring in the last few weeks, so I thought I would give you a brief update. <br /> <br />Groveland Park Building <br />Following the last Commission meeting Staff gave Dan Spah of Heritage Building Companies LLC a copy of the Groveland building plans. We have called him, but have received no response. <br /> Steve will contact him again today. <br /> <br />Staff has contacted the City's legal counsel and the City's insurance agent. In a nut shell, the City could allow a volunteer group construct a park building with few legal or insurance <br /> issues involved. The main problem would be that if a volunteer group were to be covered under the City's insurance policy, the City would need to supervise the project. <br /> <br />Staff recommends that the Commission review the plans for the proposed Groveland building at the next meeting and specifically identify items, if any, the Commission wishes to delete <br /> from the project. Then, Staff would recommend that the Commission make a motion to bring this issue back to the City Council with a summary of the options that were reviewed, discussed, <br /> and investigated by the Commission. If it is the consensus of the Commission to re-bid this project, this should also be presented to the City Council. The re-bidding process would <br /> be changed in an effort to obtain more favorable bids. This would included changing the specifications to give the contractor the entire 2006 construction season to complete the project. <br /> There would also be an advertisement campaign to reach the smaller contractors who typically do not bid on public contracts. <br /> <br />Random Park Building / Golf Course Building <br />Steve is contacting building contractors to get cost estimates to remove the Random Park building, construct a foundation for the golf course building, and set up the golf course building <br /> on the Random site. He will try to have estimates by next Thursday, if possible. <br /> <br />Golf Course Closing <br />With the closing of the golf course there is an opportunity to reserve equipment to be used in parks. Some of these items will impact the operations within various parks. These items <br /> include: <br /> <br />* 2 Bridges with extra boards $5000.00 <br />* Driving range lights (for the lighting of S.V. ball field) $3000.00 with transformer <br />* 4 golf carts, our choice $800.00 to $1250.00 <br />* Water pumps for aeration of ponds (for Silver View Pond) $100.00 <br />* 3 picnic tables $400.00 <br />* Netting around driving range (to be used around Greenfield Ball field) N/A <br /> <br /> <br />Oakwood Park Rehabilitation <br />Based on the direction from the Commission, Steve is developing an overall rehabilitation plan for this park. Considering all of the other items that need to be discussed at the next <br /> meeting, perhaps this should be on hold and presented at the October 27th meeting. ??? <br /> <br /> <br />New Mounds View Park? !!!!! <br />With completion of the sale of the golf course property to Medtronic, the City agreed to spend "up to $150,000" of the Medtronic Park dedication funds (of the $865,00 total) on the property <br /> east of the Sysco property. What this means is that the Park Commission will be given the responsibility of developing a new park in Mounds View. Since this area is generally wetlands <br /> and wooded areas, one possible use would be to create a nature walking area. Most of the discussions and negotiations with Medtronic revolved around the possibility of creating a walking <br /> trail on this property. <br /> <br />The engineering firm of RLK was hired by the City to perform an environmental assessment of the golf course property. RLK was also hired by Medtronic to create their site plan. Due to <br /> their familiarity with this area, the City requested RLK to show some general concepts of where a trailway system could be located on this site. <br /> <br />Attached are several versions of these possible trails concepts (located on the former Sysco property). The first version has approximately 4,000 feet of trail. The second version <br /> has about 6,100 feet of trail (4,500 in the woods; 1,600 along Co. Rd. J). The third version has about 4,880 feet of trail (4,100 in the woods; 780 along Co. Rd. J). <br /> <br />Staff had requested that Anoka and Ramsey County review the concept of allowing street access off of County Road J and to create a turn lane into the site with the planned County Road <br /> J Project . The access off of County Road J was unofficially denied by both counties. Version 2 and 3 were then created. Both versions indicate a parking area at the southeast corner <br /> of Xylite and County Road J. <br /> <br /> <<Bridges Park Trail (Version 1).pdf>> <<Bridges Park Trail (Version 2).pdf>> <<Bridges Park Trail (Version 3).pdf>> <br /> <br />It is now time for the Commissioners to take on the task of developing this potential park. At a recent City Council meeting, Council member Thomas asked if an arboretum could be created <br /> at this site. The City Forester has been requested to review this site and provide comment. He will be reviewing the site next Monday morning. I suggest that at the next meeting the <br /> Commissioners start discussing how the they want to develop this property. The first step will be to collect the necessary data.
