City of Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> 24 <br /> <br />Residential <br /> <br />Goal 1: Preserve the identity and improve the quality and appearance of existing <br />neighborhoods. <br /> <br />Policies: <br /> <br />a. High-density housing shall be located within easy access of a major thoroughfare so as to not <br />introduce an excessive amount of vehicular traffic onto residential streets. <br /> <br />b. A major consideration for approval or denial of any proposed multiple-family dwelling <br />project will be its compatibility with surrounding land uses. <br /> <br />c. High-density housing shall not be placed or utilized specifically as a buffer or use capable of <br />absorbing negative impacts. <br /> <br />d. Medium-density single-family attached housing may be used in transitional areas between <br />single-family detached residential neighborhoods and high-density residential development. <br /> <br />e. The existing character of low-density neighborhoods shall be maintained and preserved by <br />preventing encroachment from higher use types and by buffering the neighborhoods from <br />other types of land use. Some redevelopment of low-density uses on the fringe of these <br />neighborhoods may be used to provide buffering. <br /> <br />f. Consider subdivision of existing large lot single-family residential lots on a case-by-case <br />basis to ensure development is consistent with community needs and compatible with <br />surrounding development. <br /> <br />g. Substandard housing shall be rehabilitated or redeveloped through private means and/or <br />public assistance. <br /> <br />h. Substandard housing shall be removed when it is judged not economically feasible to correct <br />deficiencies. <br /> <br />i. Residential amenities required by zoning and subdivision regulations shall be properly <br />maintained. <br /> <br />j. The housing maintenance code shall be uniformly enforced in order to protect the health and <br />safety of occupants and ensure the ongoing stability of residential neighborhoods. <br />
