City of Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br /> <br />11 <br /> <br />History: <br /> <br />The City of Mounds View is located in the northwest corner of Ramsey County adjoining Anoka <br />County. The communities of Arden Hills, Shoreview, North Oaks, New Brighton and Mounds View, <br />as well as portions of Spring Lake Park, St. Anthony Park and Blaine, were all part of the original <br />Mounds View Township. The first Township elections were held in May of 1858. The original <br />township was 23,040 acres in size and got its name because of the mounds of sand and gravel which <br />were visible from almost anywhere in the township and from much of Anoka County. Many of <br />these mounds have disappeared over time due to sand and gravel mining and to the development of <br />the Twin Cities Army Ammunition Plant in Arden Hills. The township’s early residents included <br />loggers, mill hands, trappers, farmers, and truck gardeners. <br /> <br />In 1891, New Brighton became the first village in the township to incorporate. The rest of the <br />township remained intact until 1951 when Arden Hills incorporated, followed by North Oaks in <br />1956 and Shoreview in 1957. Also in 1957, small portions of the township were annexed by Spring <br />Lake Park, Blaine and St. Anthony. The remaining four square miles of the township originally <br />sought to become part of New Brighton but was turned down. This led to the incorporation of the <br />Village of Mounds View on April 2, 1958. The Village of Mounds View had a population of 5,738 <br />at the time of incorporation. In accordance with state law, the Village of Mounds View became the <br />City of Mounds View on January 1, 1974. <br /> <br />The first Planning Commission was established in 1959 and the first comprehensive plan for <br />Mounds View was completed in that year. The City adopted a revised comprehensive plan in 1976 <br />in accordance with the Metropolitan Land Planning Act passed by the Minnesota legislature in 1976. <br />The current plan was adopted in 1979. <br /> <br /> <br />Physical Environment <br /> <br />Topography <br /> <br />Mounds View is generally flat with slopes that range from zero to six percent. There are few areas <br />that have slopes in excess of twelve to eighteen percent, a grade that would pose substantial <br />limitations on development. <br /> <br /> <br /> <br />
