City of Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> 22 <br />Introduction <br /> <br />The intent and content of Mounds View’s land use element is to show the use of land and water <br />including lakes, wetlands, natural drainage courses, and adjoining land areas that affect natural <br />water resources for residential, commercial, industrial, and other public and private purposes. <br />This element will describe the overall land use pattern and how it is related to the community’s <br />future housing needs, environmental conditions and protection, surface water management and <br />historic preservation as required by state statutes and Metropolitan Council guidelines. <br /> <br />Goals and Policies <br /> <br />The following will be the land use goals and policies for the City of Mounds View: <br /> <br />General Land Use <br /> <br />Goal 1: Maintain a cohesive land use pattern that ensures compatibility and <br />functional relationships between activities and uses. <br /> <br />Policies: <br /> <br />a. Relate land use development to transportation needs, desired development and community <br />priorities. <br /> <br />b. Analyze all development proposals on an individual basis from a physical, economic, and a <br />social standpoint to determine the most appropriate uses within the context of the community <br />as a whole as well as the specific area of the site. <br /> <br />c. Encourage and maintain a balance of use types. <br /> <br />d. Accomplish transitions between distinctly differing types of land uses in an orderly fashion <br />that does not create a negative economic, social, or physical impact on adjoining <br />developments. <br /> <br />e. The City will maintain comprehensive subdivision regulations governing platting <br />procedures, site design standards, dedication requirements, engineering standards and <br />specifications, required improvements, and other factors dealing with the proper subdivision <br />of land. <br /> <br />f. Protect integrated use districts (residential neighborhoods, commercial centers, industrial <br />parks) from penetration by through traffic. Where through traffic problems are identified,
