City of Mounds View Comprehensive Plan
______________________________________________________________________________
25
k. Protect residential neighborhoods from penetration by through traffic.

l. Protect residential developments from adverse, environmental impacts, including noise, air,
and visual pollution.

m. Prohibit commercial development within designated residential areas.

Goal 2: Provide safe, healthy, and attractive residential environments that offer a
broad and full choice of housing opportunities to meet the needs of all
segments of the population.

Policies:

a. The amount of affordable housing in Mounds View exceeds the benchmarks established by
the Metropolitan Council. The City will review proposals for new and replacement housing
to ensure that affordable housing levels remain within the Metropolitan Council benchmark
ranges.

b. Housing for low and moderate-income families and individuals should not be concentrated
within a single project or area.

c. When providing low and moderate-income housing, priority should be given to Mounds
View residents to the extent possible.

d. Utilize the City newsletter, local news media, and the city website to inform residents of
housing program availability.

e. Minimize administrative costs of housing programs through utilization of non-city staff (i.e.
state and regional agency staff, private institution staff, etc.)

f. Consider the development of additional single-family attached homes to supplement
conventional single-family detached homes, mobile homes, and apartments.

g. Confine higher density, apartment type housing in proximity to areas which offer a wide
range of existing supportive service; major service and commercial centers, parks,
playgrounds, schools and other similar uses.

h. Ensure that all new housing, including housing affordable to low and moderate-income
families and individuals, adheres to the highest community design, planning, construction
standards.
