City of Mounds View <br />Trailway System <br />Goals and Objectives <br />I. Provide the highest level of safety possible to ensure the health <br />and welfare of the pedestrian, bicyclist, and motorist. <br />a. Encourage compliance of traffic laws through applicable departments. <br />b. Develop and promote guidelines governing the appropriate use of the trail <br />system. <br />c. Establish a signage standard for trail use that minimizes potential conflicts <br />among users. <br />d. Conform to existing Minnesota Department of Transportation engineering <br />standards. <br />e. Minimize bicycles/pedestrian/motorist encounters by providing off-street <br />trailways whenever economically possible. <br />f. Promote safe bicycling through publications, programs and events while <br />assisting with the promotion of bicycle safety education through the City <br />Newsletter publications within the City. <br />II. Provide and maintain a system to achieve a high recreation <br />potential. <br />a. Provide a link between Ramsey County and Anoka County, and <br />neighboring cities' trailway systems. <br />b. Develop a system that can be used as a recreational link between the <br />existing city parks, and to promote a means of making the park property as <br />well as recreation activities accessible to all residents in the city. <br />c. Provide a recreation opportunity for the family and individual which use of <br />trailways can provide. <br />d. Develop a system that would be suitable to short distance recreational use <br />as well as long distance trail use. <br />e. Utilize man-made or natural linear resources in order to take advantage of <br />the scenic qualities in the City. <br />
