Protect residential developments from adverse,environmental impacts,including noise,air, <br /> and visual pollution. <br /> in. Prohibit commercial development within designated residential areas. <br /> Goal 2: Provide safe,healthy, and attractive residential environments that offer a <br /> broad and full choice of housing opportunities to meet the needs of all <br /> segments of the population. <br /> Policies: <br /> a. The amount of affordable housing in Mounds View exceeds the benchmarks established by <br /> the Metropolitan Council. The City will review proposals for new and replacement housing <br /> to ensure that affordable housing levels remain within the Metropolitan Council benchmark <br /> ranges. <br /> b. Housing for low and moderate-income families and individuals should not be concentrated <br /> within a single project or area. <br /> c. When providing low and moderate-income housing, priority should be given to Mounds <br /> View residents to the extent possible. <br /> d. Utilize the City newsletter, local news media, and the city website to inform residents of <br /> housing program availability. <br /> e. Minimize administrative costs of housing programs through utilization of non-city staff(i.e. <br /> state and regional agency staff, private institution staff, etc.) <br /> f. Consider the development of additional single-family attached homes to supplement <br /> conventional single-family detached homes, mobile homes, and apartments. <br /> g. Confine higher density, apartment type housing in proximity to areas which offer a wide <br /> range of existing supportive service; major service and commercial centers, parks, <br /> playgrounds, schools and other similar uses. <br /> h. Ensure that all new housing, including housing affordable to low and moderate-income <br /> families and individuals, adheres to the highest community design, planning, construction <br /> standards. <br /> 25 <br />
