City of Mounds View Comprehensive Plan <br /> Surface Water Management <br /> The City of Mounds View adopted a Surface Water Management Plan in 1992 and is updating it <br /> in 1999. The City is completely within the Rice Creek Watershed District. The watershed district <br /> adopted an overall plan for water management in 1994 and updated its plan in 1997 in <br /> accordance with the Board of Water and Soil Resources (BWSR) second-generation criteria. The <br /> BWSR approved the second-generation plan in September of 1997 and it was adopted by the <br /> RCWD in October of 1997.These documents were submitted to and approved by the <br /> Metropolitan Council. The City continues to use these documents to supplement city planning <br /> and to guide site-specific detailed analysis. <br /> Historic Site Preservation <br /> There are no historically significant or potentially historically significant sites in Mounds View. <br /> Therefore there is no need for any special measures to ensure the protection of historically <br /> significant properties. The City will consider this issue during the normal development review <br /> process. <br /> Solar Access Protection <br /> The City of Mounds View acknowledges the importance of the concept of the protection and <br /> development of access to direct sunlight for solar energy systems. The City of Mounds View is a <br /> fully developed community with established buildings, setbacks, and mature trees and therefore <br /> there are limited opportunities to impact the existing development. The City will be doing a <br /> major review and update of its zoning ordinance as part of its implementation strategy of its <br /> updated Comprehensive Plan. The issue of solar access protection will be considered when <br /> reviewing and revising the zoning ordinance. <br /> 41 <br />
