City of Mounds View Comprehensive Plan <br /> Goal2: Identify needed improvements to the various elements of the <br /> transportation system to provide for safe and convenient movement by <br /> all modes. <br /> Policies: <br /> a. Maintain transportation facilities to function in a manner compatible with adjacent land uses. <br /> When the function of a transportation facility has changed over time to become incompatible <br /> with adjacent land uses, a program to eliminate this incompatibility should be established. <br /> b. Hazardous and poorly designed and controlled intersections shall be improved on a phased <br /> basis to increase the safety of pedestrians, bicyclists, and motorists alike. <br /> c. Street safety shall be improved when appropriate,economically feasible and desirable by the <br /> community utilizing improved street lighting, visibility improvements, sign controls, <br /> elevated pedestrian walkways, traffic calming, and other methods. <br /> d. Public signage shall be related to the overall system of street function and control. <br /> e. Parking shall be limited or prohibited along principal and minor arterial roadways. <br /> f. Establish and enforce standards and controls for business and advertising signage and <br /> lighting in order to prevent driver distraction and potential hazards. <br /> g. Encourage compliance with traffic laws by all modes of transportation. <br /> Goal 3: Provide sufficient off-street parking to meet normal demands of all types <br /> of land use. <br /> Policies: <br /> a. Parking facilities shall be developed so as to conserve land, promote joint use and <br /> minimize conflicts with vehicular,pedestrian and bicycle traffic. <br /> b. Minimize and reduce the demand and resulting requirements for parking through the <br /> adequate provision of pedestrian and bicycle facilities and through land use development <br /> coordination. <br /> c. Parking requirements imposed by the City shall be constantly reviewed to ensure supply is <br /> reflective of demand. <br /> d. Minimize parking lot access to public streets to the functional minimum. <br /> 70 <br />
