City of Mounds View Comprehensive Plan <br /> Traffic Accident Data: <br /> Figure 15 on page 80 shows the locations of the recorded accidents during the years 1995 to 1997. <br /> During this three-year period there were a total of 514 accidents reported by either state, county or <br /> local enforcement agencies within Mounds View's municipal boundaries. Most of these accidents <br /> occurred on County Highway 10 (233, or 45 percent), State Highway 10--formerly U.S. Trunk <br /> Highway 118 (47, or 9 percent) or along the county roads, such as County Road I (58, or 11.3 <br /> percent), Silver Lake Road (24, or 4.7 percent), or Long Lake Road (16, or 3.1 percent). The <br /> remaining 124 accidents were spread throughout the City. <br /> The majority of the accidents occurred at the intersections of roadways. The Intersections having <br /> the highest frequency of accidents were all on County Highway 10:County Highway 10 and County <br /> Road H (42), County Highway 10 and County Road I (34), County Highway 10 and Long Lake <br /> Road (21), County Highway 10 and Woodale (19) and County Highway 10 and Groveland Road <br /> (19). All of these intersections are fully controlled,with the exception of County Highway 10 and <br /> Groveland Road. Other areas of high accident frequency occurred at the junction of State Highway <br /> 10 and Interstate 35W(24)and the convergence of the southbound exit ramp from 35W and County <br /> Highway 10 (19), which is almost half of the reported accidents on County Highway 10 south of <br /> County Road H to the southern boundary of the City. Regarding intersections not involving County <br /> Highway 10, County Road I figured in five of the seven intersections having six or more reported <br /> accidents during the reporting period: County Road I and Quincy Street (13), County Road I and <br /> Adams Street(12), County Road I and Jackson Drive(9), Old Highway 8 and County Road H (9), <br /> County Road I and Long Lake Road(8),County Road I and Silver Lake Road(8),and County Road <br /> H2 and Long Lake Road(6). While all intersections and accident areas are of a concern to the City <br /> in terms of public safety of both motorists and pedestrians,Pinewood Elementary School is located <br /> at the corner of County Road I and Quincy Street, an intersection having a higher than average <br /> traffic flow in all directions. Special precaution should be taken to reduce accidents and to protect <br /> the safety of children in this area. <br /> While most reported accidents involved some type of vehicle to vehicle collision, 90 accidents--or <br /> 18 percent--involved only one vehicle. Of these,41 involved the striking of a fixed object,such as a <br /> sign post or traffic signal, 21 were roll-overs, 13 involved a deer, 8 involved a bicycle and 6 <br /> involved pedestrians. Of the 514 accidents reported in Mounds View, only one was fatal, while <br /> seven involved injuries considered incapacitating and 73 considered non-incapacitating. <br /> 78 <br />
