City of Mounds View Comprehensive Plan <br /> Existing Traffic Volumes: <br /> Table 20 on page 82 shows traffic volumes for various years between 1987 and 1997 as provided by <br /> Minnesota Department of Transportation. <br /> The largest increases in traffic volume between 1987 and 1997 occurred on I 35W, State Highway <br /> 10 (formerly State Highway 118), Groveland Road at County Road J, County Road J, and Quincy <br /> Street. Increases on I 35W ranged from 35 to 67 percent. There was an increase of 264 percent on <br /> State Highway 10. There was also an increase of 107 percent on Groveland Road at County Road J <br /> and the increases on County Road J ranged from 32 to 48 percent. There were increases of 13 to 38 <br /> percent on Quincy Street. The change of traffic volume on other county and local roads varied <br /> greatly with some locations having decreases while others having increases. <br /> Future Traffic Volume Forecast: <br /> Figure 16 on page 83 shows the projected future traffic levels for the collector and arterial roadways <br /> in the year 2020. Traffic volumes on County Highway 10 dropped due to the opening of the 610 <br /> connection to State Highway 10.According to Ramsey County,traffic levels on County Highway 10 <br /> are expected to build back up to 1997 levels by 2020. MnDOT projections indicate that County <br /> Highway 10 traffic volumes in 2020 would exceed 1997 levels. Because Mounds View is fully <br /> developed traffic levels are expected to remain stable on local roads. <br /> Highway Noise <br /> As traffic levels increase on State Highway 10 (formerly 118) and I 35W noise levels should be <br /> monitored in adjacent residential areas. If state noise limits are exceeded the City of Mounds View <br /> will work with the State of Minnesota to construct noise walls to mitigate noise impacts on residents. <br /> 80 <br />
