City of Mounds View Comprehensive Plan <br /> Process: <br /> To assist in the updating of the comprehensive plan, the Mounds View Planning Commission <br /> conducted three community forums. The Planning Commission conducted these forums to help <br /> Mounds View citizens understand what the comprehensive plan is and most importantly to give <br /> citizens a chance to talk about what Mounds View should be like in the future. <br /> During the forums city staff presented information on what a comprehensive plan is, what the <br /> required elements of the comprehensive plan are,what the current comprehensive plan and zoning <br /> designations are,what some of the housing and other issues are, and what the process for updating <br /> the comprehensive plan will be.Following the staff presentations,small group discussions were held <br /> to hear citizen concerns, comments, issues, etc. A Planning Commission member was present in <br /> each of the small groups to listen and to facilitate the discussions. At the end of the forums, each <br /> Planning Commission member summarized the discussions in their groups.A copy of the summary <br /> of the forum results are contained in Appendix A on page 106. <br /> The information received at these forums was used by the Planning Commission and City staff to <br /> review and update the City's comprehensive plan.The Planning Commission reviewed each section <br /> of the plan. The results of that review were compiled into a discussion draft of the comprehensive <br /> plan. The discussion draft was presented to the community at a community forum and an official <br /> public hearing was conducted. Following the hearing the Planning Commission recommended the <br /> document to the City Council. The City Council, after public input approved the document for <br /> review by adjacent communities and the Metropolitan Council. After review by the Metropolitan <br /> Council the City Council officially adopted the comprehensive plan on July 23, 2001. <br /> Organization: <br /> The Comprehensive Plan Update is organized into ten chapters covering the following topics: an <br /> introduction,community background,land use,housing,public facilities,transportation,economic <br /> development,intergovernmental coordination,and implementation.Each of these chapters includes <br /> a general overview, goals and policies, and background information in terms of maps and tables to <br /> help users understand the current condition of the City as well as the future to which the community <br /> aspires. <br /> 9 <br />
