4111 CHAPTER 52 <br /> PARKS , PLAYGROUNDS, OPEN SPACE AND <br /> RECREATION AREA RULES AND REGULATIONS <br /> 52 . 01. PURPOSE . <br /> The following rules and regulations are hereby adopted for <br /> all parks , playgrounds , open space and recreation areas designated <br /> by the City of Mounds View. <br /> 52 . 02 . DEFINITIONS . <br /> (1) Parks , playgrounds , open space, and recreation areas. <br /> Any area , designated by the City of Mounds View, wherever located <br /> within the City which is reserved , designated or used for active <br /> or passive recreation and which is owned , operated or controlled <br /> by the City or controlled by another governmental unit. <br /> (2) Motor vehicle. "Motor vehicle" means every vehicle <br /> which is self-propelled and does not derive it ' s power from overhead <br /> wires . Motor vehicle does not include a vehicle moved solely by <br /> human power . Motor vehicles include, but shall not be limited to, <br /> automobiles , trucks , motor bikes , mini-bikes , snowmobiles and <br /> battery-powered carts. <br /> 52. 03 . INTOXICATING AND NON-INTOXICATING BEVERAGES . No <br /> intoxicating beverages shall be consumed , displayed , or possessed <br /> in any park , playground , open space , or recreation area in the City. <br /> In no event shall any non-intoxicating liquors be sold or bartered <br /> in any park , playground, open space or recreation area. <br /> 52 . 04 . MOTOR VEHICLES PROHIBITED . No person, unless engaged <br /> in official City business or otherwise specifically authorized by <br /> the Clerk-Administrator , shall operate a motor vehicle in any <br /> park, playground , open space or recreation area within the City <br /> of Mounds View except upon those areas that are designated for use <br /> by certain vehicles . <br /> 52 . 05 . CURFEW AUTHORIZED . No person unless engaged in <br /> official City business shall enter upon or use any park, playground, <br /> open space or recreation area of the City, including all park <br /> property, improved or not, and all equipment and facilities located <br /> thereon, between the hours of 11 o'clock P .M. and 6 o 'clock A.M . <br /> when such facilities are posted by signs noting the curfew hours; <br /> provided , however , that such posting shall be by order of the City <br /> Council. The fact that any person not engaged in official City <br /> business as authorized or delegated by the Clerk-Administrator <br /> may be present in a posed park during said curfew hours shall be <br /> prima facie evidence that said person is there unlawfully. <br />
