• <br /> MEMO TO: Mounds View Parks and Recreation Commissioners <br /> FROM: Staff <br /> DATE: December 8, 1981 <br /> RE: Chapter 34 - Parks and Recreation Commission <br /> Staff has included a copy of the original chapter as presented in the <br /> Mounds View City Code regarding the establishment and roles and duties <br /> of the Parks and Recreation Commission . Staff would propose the <br /> following changes to the chapter: <br /> I)Z, 3 <br /> 1 . Under 34.08 delete numbers 1 and 3. <br /> ma <br /> 2. Under 34.0,E Powers and Duties , number 1 should be as follows : <br /> 111/0 <br /> "Commission , through the City Parks and Recreation Department <br /> Staff should present, no later than August 1 of each year, <br /> a proposed budget, in such details as the Council shall require, <br /> of the financial needs for the ensuing fiscal year to operate <br /> and maintain the Parks and Open Spaces as well as providing <br /> recreation programs. " <br /> De <br /> 3. Under 34.0 number 2 should read as follows : <br /> "Under the direction of the City Council , the Commission shall <br /> advise City staff to operate a program of public recreation <br /> and playgrounds upon property which is owned or otherwise <br /> made available to the municipality for such public recreation <br /> purpose. It shall recommend to the Council the leasing or <br /> acquisition of real or personal property for public recreation- <br /> al use as it deems desirable but the Commission shall not have <br /> the authority to acquire land or construct buildings in it 's <br /> own name. Any equipment or recreational facilities shall belong <br /> to the municipality. " <br /> 4. Delete item nine. <br /> 111/0 <br /> The other issue that may be considered by the Parks and Recreation Commission is <br /> two-fold: <br /> 1 . An item relating to the following statement: <br /> a. Advise and assist the Planni 'ommission in maintaining <br />
