34 . 07 • <br /> •( who shall serve for terms of one year, beginning, <br /> Y'" January 1 of each year. At its first meeting the Commission • <br /> shall adopt rules of procedure and elect the officers . It <br /> shall amend the rules from time to time , as is necessary. <br /> The Municipal Attorney shall act as attorney for the Commis- <br /> sion and the Municipal Engineer shall act as its engineer. <br /> 34. 07 . MEETINGS. The Commission shall establish regular <br /> meeting dates , but special meetings may be called by any <br /> officer of the Commission upon three (3) days notice to all <br /> members . The Commission shall meet at least twelve (12) times <br /> in each calendar year. A majority of the appointed members <br /> shall constitute a quorum. <br /> 34 . 08. BUDGET OF FINANCES . <br /> (1) An annual statement of receipts and disbursements <br /> shall be filed by the Municipal Administrator immediately <br /> after the close of the calendar year and not later than <br /> February 15th and shall be included as part of the annual <br /> financial statement of the Municipal Administrator in con- <br /> formity with state law. <br /> (2) The Commission must present, no later than August 1st <br /> of each year, an estimate, in such details as the Council <br /> shall require , of its financial needs for the Commission for <br /> the ensuing fiscal year. <br /> (3) The Clerk-Treasurer shall make written budget dis- <br /> bursement reports to the Commission at monthly intervals . <br /> For purposes of budgeting, accounting, and reporting, the <br /> fiscal year of the Commission and the fund shall be January 1st <br /> to December 31st of each year. An audit of the funds shall <br /> be made annually. Such audit may be made independently of or <br /> in conjunction with any audit which may be made of the funds of <br /> the Municipality. The Commission shall advise the Council to <br /> establish charges or fees of the restricted use of any <br /> facilities or to make any phase of the recreation program <br /> wholly or partially self-sustaining. <br /> 34 . 09 . POWERS AND DUTIES . In order to carry on the <br /> recreation program provided herein, the Commission shall : <br /> (1) Advise the Council on employing necessary personnel <br /> and fix their compensation, but such employment and compensa- <br /> tion shall not be an obligation of the Municipality until <br /> approved by the Council. <br /> (2) With the consent of the Council , have the authority <br /> to operate a program of public recreation and playgrounds <br /> upon property which is owned or otherwise made available to <br /> ice, IIII <br />
