Anderson , Direc / <br /> Parks, Recreation and r4 t.i <br /> DATE: December 8, 1981 <br /> RE: Memorandum of Understanding between Youth Volunteer Coaches and <br /> the City of Mounds View. <br /> Staff forwarded 44 copies of the Memorandum of Understanding to each of <br /> our volunteer baseball coaches and soccer coaches , along with a cover <br /> letter and self-addressed, stamped envelope requesting their comments <br /> regarding the memorandum approximately three weeks ago. To date we <br /> have received input from two volunteer coaches , both favorable in nature <br /> minor comments regarding the format of the memorandum. The two <br /> major issues that were addressed by the volunteer coaches were as follows: <br /> 1. Under participation or minimum play the feeling of <br /> 11110 both volunteer coaches was that in addition to the <br /> children receiving equal amounts of playing time, <br /> that they should also experience a variety of <br /> positions in the field as part of the minimum <br /> requirements. <br /> 2. Both coaches were concerned about how we were going <br /> to handle problems with coaches, i .e. , shouting, <br /> spitting, degradation of any person, etc. <br /> Other than some minor word changes these were the two responses that were <br /> received by staff. <br /> Staff would recommeni the first issue regarding playing a variety of positions <br /> not be enforced in t memorandum of understanding, but rather be discussed as a <br /> possibility at the pre-season and mid-season coaches meetings. It would be <br /> 111/1 staff's contention that too much control or perameters placed on the volunteer <br /> coaches would not allow them to express themselves in the manners they see fit. <br /> Regarding the problem of un-sportsmanlike behavior staff concurs that the <br /> memorandum as initially drafted is very vague in this area and would state <br />
