Anderson, Director', <br /> Parks , Recreation and Forestry <br /> � ` � <br /> 1 I <br /> DATE: September 22, 1981 <br /> RE: State Tournament <br /> During the past four years it has been our departments policy to send a league <br /> representative to the M.R.P.A. State Tournament in our youth girls and Senior <br /> Boys and Girls Divisions. Due to the problems that have arisen from sending <br /> teams to the State Tournament, staff is recommending that we no longer continue <br /> this practice, but rather develop a number of in-house playoffs or tournaments . <br /> The problems that we have experienced include: <br /> • 1. "Loading" of rosters. <br /> 2. Playoff schedule problems due to time constraints. <br /> 3. Different rulings for age divisions and rule interpretations from <br /> the State program and City rules . <br /> 4. Increased sanctioned costs $35.00/team state tournament entry fee <br /> and $4.00/team registration costs. <br /> 5. Philosophical differences are developing with teams playing for the <br /> State Tournament berth rather than for participation and sociability. <br /> 6. Create an attitude and philosophy of winners and losers. <br /> At this time, staff has surveyed 13 communities regarding this issue and, as can <br /> be noted, only three of the metropolitan communities currently send teams to the <br /> State Tournament. <br /> It should be noted that staff has not done an in depth survey of our existing <br /> coaches so we can 't provide you with that input at this time. In addition, it <br /> should be noted that our Senior Girls team did win the State Tournament in 1981 <br /> and represented Mounds View in the National Tournament in Tennessee. <br />
