MEMO TO: Movn arks and Recreation Commission <br /> • FROM: Staff- <br /> DATE: April 1, 1981 <br /> SUBJECT: Lakeside Park Commission Update <br /> Staff attended a meeting with the City Attorneys from Mounds <br /> View and Spring Lake Park on Wednesday, April 15, tp discuss <br /> the Joint Powers Agreement. ris pail are aware staff drafted <br /> a Joint Powers Agreement which was reviewed before the Perk <br /> Commission in each City. The agreement was then presented <br /> to the Attorneys who were to review the agreement prior to <br /> presentation to the City Cggncil. <br /> The City Attorneys felt that staff .had complicated the issue <br /> more than was necessary and determined that the existing <br /> ordinance (Chapter 50) was adequate and that staff should <br /> then "contract" services through the Lakeside Park Commission. <br /> At the close of the meeting we all agreed to retain Chapter 50 <br /> of the City Code with some minor modifications and to develop <br /> a contract agreement with the Commission for the services we <br /> propose to provide. <br /> The difficulty this solution is having is that Spring Lake <br /> • Park is not amenable to providing maintenance services <br /> without receiving pay (based pn $11. 1Q/hour) . <br /> Staff is meeting with the Lakeside Park Comtission on <br /> April 30, 1981 to review this contract once again and •hopefully <br /> the problem will be resolved prior to that meeting. <br /> Commissioner Bowman will be providing more details on the <br /> Lakeside Park Commission status at Thursday' s meeting. <br /> i <br />
