As you are aware (see attached resolution) the City Council <br /> approved Resolution No. 1208 requesting that the deed for Lakeside <br /> Park be turned over to Ramsey County. As of February 24 , 1981 , <br /> Ramsey County has not responded to this resolution which requested <br /> a response by February 13. <br /> • Consequently the Mounds View City Council has directed staff to <br /> draft a joint powers agreement with the City of Spring Lake Park <br /> for the operation and maintenance of the site. Attached is a very <br /> rough draft of the joint powers agreement to give you an idea how <br /> it might flow together. <br /> The major components of the agreement include: <br /> I. Appointment of a Parks and Recreation Commissioner to <br /> the Lakeside Park Commission <br /> II . Mounds View would handle all of the operational aspects <br /> of the park including: <br /> A. Beach supervision <br /> 1) Hiring of guards <br /> 2) Concession employees <br /> B. Coordinate swimming lessons <br /> 1) Hiring staff <br /> 2) Advertising <br /> 3) Registration <br /> 4) Fee collection <br /> 110 C. All financial operations <br /> 1) Collection of fees <br /> 2) Payment of checks <br />
